In formal German a fixed noun + verb pair like in Frage stellen often stands in for a single verb (bezweifeln): the noun carries the lexical meaning while the verb (stellen) is bleached, contributing tense, person and — in these constructions — nuances of phase and agency.
Quick shortcut: the noun holds the meaning; the light verb (stellen, bringen, kommen, nehmen, stehen, üben, treffen…) is bleached but still marks the grammar and, in the phase sets, whether there is an agent. Many come in sets — in Bewegung setzen (start), in Bewegung sein (be), in Bewegung geraten (come to be) — where setzen / bringen / stellen need an agent and kommen / geraten do not.
What a Funktionsverbgefüge is
A Funktionsverbgefüge (FVG — a "light-verb" or "support-verb" construction) is a fixed combination of:
- a noun — often, though not always, a nominalization (die Entscheidung, die Anwendung, der Ausdruck — the same nominal style at work), but also plenty of non-derived nouns (die Frage, die Kraft, die Rolle), and
- a Funktionsverb — a verb whose own lexical meaning is bleached, though it still fixes the construction's valency and can mark phase or causativity: bringen, kommen, stellen, stehen, setzen, nehmen, ziehen, üben, treffen, finden, geraten.
eine Entscheidung treffen involves hitting nothing; stellen in in Frage stellen is not about placing something. The verb's ordinary meaning is gone; the noun carries the content.
The pair is fixed — you cannot swap the verb for a synonym:
- ❌ eine Entscheidung machen → ✅ eine Entscheidung treffen
- ❌ Kritik machen → ✅ Kritik üben

The phase sets: start, be, come about
Some nouns pair with several verbs, and the verb marks whether the state is being caused, holding, or coming about on its own:

- Der Fahrer setzte den Wagen in Bewegung. — someone caused it
- Der Wagen geriet in Bewegung. — it happened, no agent named
bringen, setzen, stellen mean an agent makes it happen; kommen, geraten, gelangen mean it comes about, close to a passive. That is why zur Anwendung kommen reads as a smoother stand-in for angewendet werden — see passive alternatives.
Article, preposition and adjective
Many FVG drop the article or fuse it into the preposition: in Frage stellen, zur Verfügung stehen, zum Ausdruck bringen, in Kraft treten. Each also fixes its preposition and case — Kritik an + Dativ, Rücksicht auf + Akkusativ — which you cannot vary.
Adding an adjective usually brings a full noun phrase back:
- Kritik üben → scharfe Kritik üben
- eine Entscheidung treffen → eine schwierige Entscheidung treffen
- zum Ausdruck bringen → deutlich zum Ausdruck bringen (an adverb, no article change)
Word order
The noun phrase sits in the middle field; the light verb takes the normal verb slot, and in the perfect the participle joins the bracket:
- Sie stellt die Zahlen in Frage.
- Sie hat die Zahlen in Frage gestellt.
- …, weil sie die Zahlen in Frage stellt.
When to use them
Many FVG are neutral, idiomatic German, used as readily in speech as in writing — eine Entscheidung treffen, eine Rolle spielen, in Kraft treten, Rücksicht nehmen. Others are markers of a heavy, bureaucratic Nominalstil and have a plain verb that is almost always better: zur Durchführung bringen → durchführen, in Abzug bringen → abziehen, zur Anzeige bringen → anzeigen.
Choose an FVG when it is the idiomatic phrase or when it adds a nuance the plain verb lacks (phase, causativity, an agentless process); avoid stacking the bureaucratic ones — the same caution as with nominal style.

- ❌ Kritik gegen die Regierung üben → ✅ Kritik an der Regierung üben (fixed preposition + dative)
- ❌ Das Gesetz ist in Kraft getreten worden. → ✅ Das Gesetz ist in Kraft getreten. (treten here forms its perfect with sein; there is no passive)
- ❌ Ein Dolmetscher stellt zur Verfügung. → ✅ Ein Dolmetscher steht zur Verfügung. (stellen = make available to someone: jdm etwas zur Verfügung stellen)
- ❌ in die Frage stellen → ✅ in Frage stellen (no article; infrage stellen as one word is also standard)
